These values can come from a variety of sub-cultures or social institutions. So societies have developed forms of social control, which is the process people use to maintain order in group life. There are two main categories of social control: norms and laws.

Social norms, the informal rules that govern behavior in groups and societies, have been extensively studied in the social sciences. More recently, also legal scholars have touted social norms as efficient alternatives to legal rules, as they may internalize negative externalities and provide signaling mechanisms at little or no cost Ellickson ; Posner With a few exceptions, the social science literature conceives of norms as exogenous variables. Since norms are mainly seen as constraining behavior, some of the key differences between moral, social, and legal norms—as well as differences between norms and conventions—have been blurred. Much attention has instead been paid to the conditions under which norms will be obeyed.

The society at times appears to be chaotic, as when a mob riots, or when there is a hysterical rush from an impending crisis: but soon order is restored and the society gets going. Indeed order rather than disorder is the rule of the world. Social order as it is called is obtained through regulation of human behaviour according to certain standards. All societies provide for these standards specifying appropriate and inappropriate behaviour. The standards which regulate behaviour have been termed social norms.

Norms refers to behaviour and attitudes which are considered normal, while values are those things that people consider important to them. Functionalists believe that all members of society are socialised into these norms and values, first through the family and later through institutions such as education, the media and religion. It is in this secondary socialisation that people learn universalistic values rather than just those particular values to their own family or community. But social scientists use them in a specific sense. I have worked with people of all ages, and that has given me the unique experience of learning about the different value systems of many people. Values reflect our sense of right and wrong. They help us grow and develop. They help us create the future we want.

Think about a time when a parent, guardian, coach, employer, or teacher agents of social control used informal social control to respond to your behavior.
