Karen Coyle kcoyle. There is evidence that many individuals and organizations in the library world do not support the work taking place to develop a next generation of the library cataloging rules. The authors describe the tensions existing between those advocating an incremental change to cataloging process and others who desire a bolder library entry into the digital era. Libraries have lost their place as primary information providers, surpassed by more agile and in many cases wealthier purveyors of digital information delivery services. Although libraries still manage materials that are not available elsewhere, the library's approach to user service and the user interface is not competing successfully against services like Amazon or Google. If libraries are to avoid further marginalization, they need to make a fundamental change in their approach to user services.
The paper explains the background to the development of Resource Description and Access, a metadata content standard intended for international use by a wide range of metadata communities. The paper discusses the implications of RDA for library systems. RDA is the acronym for Resource Description and Access, a new standard for the content of metadata used to support the discovery, identification and employment of information resources. It is aimed at all end-users who need to find, identify, select, obtain, or use information, and all those who need to manage and organize information resources in a professional capacity. RDA deals only with metadata content, so it is independent of any specific technical storage or communication format. RDA is still in development.
Resource Description and Access RDA is a standard for descriptive cataloging initially released in June ,  providing instructions and guidelines on formulating bibliographic data. As of , RSC is undergoing a transition to an international governance structure, expected to be in place in RDA instructions and guidelines are available through RDA Toolkit, an online subscription service, and in a print format. RDA training materials and texts are available online and in print. RDA is a package of data elements, guidelines, and instructions for creating library and cultural heritage resource metadata that are well-formed according to international models for user-focused linked data applications.
